You only had to give two commands I gave to stop and disable brltty to make the UART dongle work.
Nothing worked yesterday so I have no idea why it worked today !

and this thread is why i don’t like Linux 
. Unfortunately all Cisco devices these days run on top of linux so theres no getting away from it.
