Yes, that is the normal way paths are tagged in OSM also for other countries. My theory is that MapTiler merges data from OSM and some other Austrian hiking trail network data source, and in the process, the sac_scale tags get overridden for trails that are in both data sources.

Response from MapTiler support:
The team is looking at it; it should be there for Austria soon when the new outdoor tileset is regenerated.
Was probably missed in our pipelines.
Edit: they also said it’s going to take around 2-3 weeks.
