Yes, I did and it worked without any issues.It might depend on the type of program or its content. I know with Swedish TV programs, some can be viewed online outside Sweden, but others cannot.
I’ve already got the NDR Info app on my phone for when I got some time to kill and want to listen to something interesting, while practising my German, and that’s been working fine over here too.
