Yesterday was a beautiful day for an activation - conditions on 20M were outstanding!, This was first summit I attempted to activate. There was a sign up at the Rooney trailhead that it was closed due to muddy conditions (we have had two significant snow - melt cycles since Thanksgiving). The local park authorities do this to keep the trail from degrading too badly due to foot traffic through the mud. I know of no other approaches to the summit.
