I suspect the key bit is that “and authorized in the country”. If the country’s rules say you need a special permit that’s only available to local amateurs, then that’s not available to a visitor under CEPT.

I have tried to explain the CEPT regulation in OK in a posting further up (May 2):

When CEPT was introduced in OK it was applied to frequencies listed in an attachment. This list does not include 60m, because it was not a ham frequency at the time.

Later 60m ham band was introduced, but the CEPT list was not changed.

If this was on purpose or overlooked I do not know. Therefore CEPT license is limited to bands of 2005.
