My daughter also received one of these today. Same error on the callsign but no reference in the Notice to the link you quote (which appears to be to the Statement issued following the consultation exercise).
There was reference to “…Annex A to this notice…”, and sure enough there was a piece of paper appended headed “Annex A - Changes to the Amateur Radio Licence”… which I spent several anxious but fruitless minutes scanning for references to changes in RSLs :-s
I cannot get that interpretation from reading my letter. Annex A is enclosed with the letter (or not in your case). My letter tells me that the full version of the draft licence is at that web address (or something similar).
They got my callsign correct though - GM4TOE - did any English “G” licence holders get an additional prefix?
Heard someone calling “cq two metres GE0xxx” as I was on the way into work this morning… believe similar was heard on a 70cm repeater too… Genie is out of the bottle.
My letter was on the door mat when I arrived home from work today. I wonder if GE0VOF would be wanted by rare prefix hunters in the way miss-printed stamps or incorrectly minted coins are valued by collectors
The other changes do seem to be consistent with what I was expecting.
That’s going to be a problem. Once people get an official notice they’ll start using it and even in today’s connected world it’s going to be difficult to get the message through to everyone that it was a mistake.
Context from the consultation and its outcome. Clue from seeing the licence say use the printed call but a section saying RSLs are for everywhere but England and no ‘E’ being mentioned. Common sense from understanding the direct contradiction between the published outcome and the NoV meaning someone has made a mistake.
But yes there will be people who believe they are active amateurs but were unaware of the consultation and the outcome. Hell, there are still some people who believe all the old rules in BR68 long since revoked still apply.

I bet many didn’t know, and probably didn’t care about the consultation, the 1st they knew was an official document telling them what to do, so they are doing it. Simples…
I’m not actually sure that ‘GE’ wouldn’t be a bad thing. After all, Cornwall is, apparently, getting ‘GK’, so why not?
Yes, I hear the stuff about a unitary authority, but to be honest, would it be a real burden? I already have to do the / G0DJA / and the same when I’m in France, Germany or any other country that lets me operate my radios without having to take out, and pay for, another licence.
So, if GE is the price that I have to pay to fall in line with Scottish, Welsh, Northern Irish, Isle of Man, Guernsey, Jersey, and any other dependency that I’ve forgotten (sorry) then that doesn’t seem to me to be a big dereliction of my rights and liberties, to be honest with you.
