Planned OfCom licence review

Ofcom, presumably.

Got to make it look like you’re doing something…

73, Rick M0LEP (who fell asleep at least twice while reading through that consultation document)

Amazing!

Is it just me or are paragraphs 2.64 to 2.74 of the consultation document inconsistent gibberish?

It would appear that what Ofcom are proposing (although they don’t actually give any details of proposed Guidance) is that as licensee we can decide which of the modifiers we choose to use. So if I nip over to Wales and activate a summit I could use any of the callsigns G4MD, G4MD/P, GW4MD or GW4MD/P for the same operation. And this is supposed to avoid confusion to the world amateur radio community…

As they also intend to incorporate the requirement that we ensure our station is “clearly identified at all times” I hope their guidance on how to achieve this will be somewhat more robust than the current offerings.

EDIT:

I also note that though they are proposing to allow access to 5MHz to all Full licensees without the requirement for an NoV, they want to retain the condition that the licensee must be contactable by phone when the station is operating. So will they want a phone number from all full licensees “in case”? Or will any Full licensee who wants to use 5MHz have to register a number with Ofcom? Might as well stick with the NoV…

Does this mean, (subject to the outcome of the Scottish refererendum, of course,) I can use MM6MMM/M when working in G!

Sounds like a good idea to me, Paul

The “selling” was done by the RSGB, Brian. Not by Ofcom. It is becoming increasingly apparent that Ofcom have very little interest in amateur radio. There is no money in it for them. I can foresee the day when an amateur licence will be available for the asking - no qualifications required - just like a CB licence was in the early 80s.

No, because you’ll have lost that when multiple calls are sorted.

For instance?

That is nothing compared to the situation which would exist if Scotland becomes independent. You would have to apply for a reciprocal licence to activate a Scottish summit.

Multiple callsigns.

It would be hard to think of anything of less importance. I couldn’t care less whether a person has one or half-a-dozen callsigns!

The Isle of Man is already independent, but no such problems with operating there.

You would need a reciprocal licence because an independant Scotland would not be a member of CEPT until it applied to join and was accepted. It couldn’t do that till it had it’s own regulator. Just a few more things that wont have been considered.

Exactly!

[sic]

I can. Those three issues you raised above for starters

IoM (and Jersey and Guernsey) are actually “Crown Dependencies” and thus not “actually” independent

They also share the same regulator for amateur radio licensing. An independent Scotland would not.

I can’t see Mr Salmond requesting that Scotland remain a Crown Dependency, so presumably GM, 2M and MM and the other variants such as GS would become extinct. I might yet end up signing ??/G4OIG/P.

I remember going to the local post office and paying a fiver for a CB licence. I’ve still got it somewhere. It was good fun until the kiddies went bonkers!

As I say, there is no need for Ofcom to sell anything, they are the bosses, we have no say. As for the RSGB, they are entitled to enthuse if they so wish, but they are not Ofcom, they merely act as agents for Ofcom, and whether they “sell” it or not, it doesn’t change where the power is.

Brian

Au contraire, we are their customers, they are legally obliged to consult with us over changes.

Hence asking us if we mind they changing the words in the regulations. They don’t have to do what we ask them to do but they do have to ask us.

Customers buy products or services. We are not customers! At best we are beneficiaries of charity…

Brian

Indeed.

Some other food for though. I seem to remember reading somewhere, that when a JA amateur get a licence, s/he are forced to join the the JA equvalent of the RSGB.
