Surely it benefits an association to “lose” a summit to a neighbour. It means that their residents can activate a “foreign” summit without leaving their own country, which is potentially advantageous for the Mountain Explorer award. It would be a particular advantage for activators who do not have licences which permit operation from outside their own country.
