Cross-border activation

I have a question regarding a SOTA which is on a border, and the activation-zone is on 2 countries.

If I activate the summit in the country where it is registered in an association, and then cross the border in the neighbouring country, and activate it again with that country’s prefix, does that count as 1 or 2 activations?
