I was unable to find Malta in CEPT ECC Recommendation T/R 61-01

I would do as suggested by Andy.
In the web page https://www.mca.org.mt/ there is a Contact address and mail.
You’re right, Malta has just 2 summits in the two islands, but I was very happy when, after activating one of them, I could chase it some years later making a good and difficult Completed summit (chased + activated)!

Indeed it is not. If it ever was included in the official document (which I doubt), it was a mistake.

From my personal experience, I would not recommend doing that. If you were stopped by customs/immigration upon arrival at Luqa Airport and they asked you to produce your licence, you would run the risk of having your equipment confiscated.
