If you know someone is activating a summit. Is it alright for the Chaser" to call, if nothing is heard from the “activator”?

Scenario 1:

Your friend is known to be due to activate a summit on 2m FM. Sometime around the expected QRV time, you go on the 2m FM calling frequency, and give him a call.

I would say that this is acceptable.

Scenario 2:

A station has been spotted on a certain frequency on SOTAwatch. You cannot hear the activating station, just the chasers working it. You call the activating station several times on the frequency despite being unable to hear it.

I would say that this is unacceptable.
