Why do you think that having a “Chatter Box” facility will end comments being put on spots? All the time that there is a comments field for spots, people will continue to use it. Personally I find many of the comments extremely useful in aiding my search for activators, especially on HF.

IRC is ideal for that - and it exists http://www.sotawatch.org/irc/chat3.html (requires Java) 
It gives "unregistered copy,evaluation only " notice but when you send but this only appears on your screen.
